Get to World 1-2 as Raccoon Mario, with the tail. Climb the hill at the beginning and jump over the horizontal pipe. Stand there for a bit and a whole bunch of Goombas will start walking out of the pipe. Wait for 2-3 of them to come out of the pipe, then jump ontop of one and HOLD A to fly high into the air.
